The Western Naval Command (WNC) commenced the 3rd session of the Divisional Officers Cadre at the School of Marine Engineering and Combat Systems (SMECS) on Monday, 24 August 2026.The week-long Cadre is under the theme, “Upholding the Enduring Values and Traditions of Our Navy; The Role of the Divisional Officer.”
In his remarks, the Flag Officer Commanding (FOC), Western Naval Command (WNC), Commodore Stephen Billins Nyam, emphasised the important role Divisional Officers play in maintaining discipline, leadership and cohesion within the Ghana Navy.
Commodore Nyam noted that the position of the Divisional Officer was central to the effective administration and welfare of personnel, stressing that Officers entrusted with divisional responsibilities must lead by example and remain committed to the values and traditions of the Service.
He stressed that the strength of the Navy depended not only on its ships, equipment and operational capabilities but also on the quality of its leadership and the commitment of its personnel to the Service's established traditions.
The FOC WNC urged participants to see the cadre not merely as a training programme but as an opportunity to deepen their understanding of leadership responsibilities and develop the professional competencies required to effectively manage personnel under their command.
He further encouraged the officers to uphold discipline, integrity, professionalism and respect for the chain of command, noting that these values were essential to maintaining the operational effectiveness and reputation of the Ghana Navy, and also called on the officers to pay particular attention to the welfare of personnel, explaining that an effective Divisional Officer must be able to balance operational demands with the human needs of those under their supervision.
The Divisional Officers Cadre is designed to equip officers with the requisite knowledge and skills to effectively perform their responsibilities as Divisional Officers, particularly in the areas of leadership, discipline, administration, personnel management and welfare.
